Ofgem hosted a webinar and gave an overview of the CMP343 minded-to consultation and impact assessment as well as taking questions from stakeholders.
CMP343 is one of the Connection and Use of System Code (CUSC) modifications to implement the transmission demand residual (TDR) reforms in line with Ofgem’s Targeted Charging Review Decision. CMP343 proposes the methodology for TDR charges to be applied only to ‘final demand’ on a ‘site’ basis, as well as how to treat negative locational charges and the application of any charging bands.

Charging Futures forum - 28 February 2018
County Hall, London
The main focus for this forum was on access rights and forward looking charges - building on the work of the task forces around initial options for change.
Four questions considered at the forum:
- Should there be different access and charging arrangements for household/other small users, compared with larger non-domestic users? Why?
- What are the advantages/disadvantages of moving from a ‘first come-first served’ basis for allocating capacity, to an auction based approach or other periodic allocation?
- Are there benefits with having a greater range of network access options available?
- What changes could be made to improve the cost reflectivity of network charges?
