Clean Power 2030

As the Electricity System Operator (ESO) for Great Britain, transitioning into the National Energy System Operator (NESO), part of our role is to provide impartial advice to HM Government and the regulator on what is required to securely accelerate the transition away from fossil fuels.

On 9 July, the Secretary of State for Energy Security and Net Zero commissioned the ESO to provide advice on how clean power can be delivered by 2030.

Please see the formal commission letter issued on 23 August here on UK Government’s website below.

Achieving clean power by 2030 whilst keeping the system secure and affordable for consumers would be a world-leading achievement. We welcome the ambition set by HM Government and look forward to contributing by undertaking this critical analysis at pace.

Stakeholder Engagement

Building on the extensive stakeholder engagement already undertaken by our Future Energy Scenarios and Network planning teams, there are multiple ways in which the NESO’s clean power team are engaging with stakeholders as we formulate this advice.

We are gathering feedback in two main ways.

Clean Power Stakeholder Forums

To explore the challenges and enablers for achieving a clean power system by 2030, the NESO has created two forums:

  1. Networks and Technology Forum
  2. Societal Delivery stakeholder forum

We will be running two sessions with each forum where we will be discussing the NESO’s emerging analysis, gathering views from stakeholders on opportunities and challenges for delivering clean power.

The Networks and Technology Forum has participants from trade associations with remits that span across the energy industry. We are asking those participants to engage with their members and feedback to us on Clean Power 30 through these channels.

To find out which trade associations have been invited and to learn more about the purpose and objective of these forums, you can read the terms of reference in the supporting documents section on the tab above.

We held the first forum on 20 September. You can find a summary of what was shared in the forum in the supporting documents section on the tab above.

Please note, we are aiming to be as transparent as possible with our stakeholders through this process so have shared draft analysis ahead of publication. It is important to note that this is interim analysis that may be subject to review and challenge and may well change ahead of publication.

Bilateral and group engagement

We are also hosting a wide programme of strategic bilateral engagement to gather information across specific areas of the Clean Power 30 scope such as:

Bilateral meetings: One-on-one meetings between parties to discuss specific topics or issues.

Group Discussions: Meetings involving multiple stakeholders to collaboratively address shared topics or concerns around the Clean Power 2030 programme
