Markets Roadmap
NESO’s balancing services markets are crucial to facilitate zero-carbon electricity system operation for short periods by 2025, support Government’s Clean Power 2030 ambitions, and drive net zero transformation. Efficient design and operation of balancing services markets is important in reducing costs for end consumers whilst maintaining security of supply at all times.
We recognise that our balancing services markets are an important revenue stream for market participants. Therefore, we must provide a clear view of how we see these markets developing to aid investment and drive innovation.
NESO’s electricity markets roadmap aims to outline what we are doing to reform markets and why. This report consolidates and presents information in a clear, coherent way to support investment cases and giving all stakeholders the confidence that we are making the right design decisions.

Markets Roadmap 2025
The roadmap details our forward-looking view of our markets, our market design principles and plans to reform and evolve our markets. It details our vision for response, reserve, thermal, voltage, stability, restoration markets, revenue stacking and the Balancing Mechanism.
We welcome any feedback on this iteration of the Markets Roadmap, as well suggestions for content to include in future publications.
