PM090: Amendment of STCP16-1 to reflect the changes introduced by ITPR

This modification is to reflect the changes introduced by Integrated Transmission Planning and Reporting (ITPR) which obliges the Parties to exchange data and cost information in order to deliver the Network Options Assessment.
