PM088: Scottish Black Start Restoration Working Group

The process described in STCP06-1 section 3.2 only allows Local Joint Restoration Plans and any Power Islands created them only to include sites from within a single onshore Transmission area. Following the closure of Longannet power station, this limitation during a Black Start will result in severe delays to the restoration of supplies to critical oil refineries.
