PM087: Updating of codes in the NGET Outage database TOGA in STCP11-2 to better reflect requirements and current process

Changes in the volume of work and the number of change requests have led to some codes in the NGET Outage database (TOGA) being used to describe 90% of the changes due to inappropriate codes. This modification will (i) debate and agree with all parties the new data code(s) that will be used within TOGA; and (ii) incorporate process and data improvements already identified.
