PM073: Code Governance Review 2: Fast Track Self Governance Process

This Modification Proposal seeks to introduce a new Fast-Track Self-Governance process for those modifications which are deemed to have non material changes, such as updating names and addresses, minor typographical errors or other formatting errors.
