CM098: Updating STC Arrangements to replacing the Electricity Arbitration Association with the London Court of International Arbitration

The Electricity Arbitration Association (EAA) is now defunct. This modification looks to replace the EAA and replace them with the London Court of International Arbitration from the STC.
