CM077 - Re-alignment of STC and STCP provisions for Construction Offer Timescales

This modification seeks to set explicit timelines in STC for the Onshore TOs to submit final Construction Offers to NGESO. It also removes the existing ambiguity created by these same provisions being worded differently in STC compared to STC procedures.
