EBR Article 18 Firm Frequency Response (FFR) Terms and Conditions
In accordance with the requirements of EBR Article 18, National Grid ESO is proposing to amend its terms and conditions relating to balancing specifically to remove the procurement of static Firm Frequency Response (FFR) from the existing Firm Frequency Response Standard Terms and Conditions (SCTs) and to procure that service under a new contract framework (Static FFR Procurement Rules and Static FFR Service Terms, and in respect of which the existing Balancing Services General Terms and Rules of Interpretation will apply).
It Is proposed that the SCTs will continue in place to facilitate the procurement by National Grid ESO of dynamic Firm Frequency Response under those terms without amendment save to reflect the removal of the static service.
Also included in the documents attached is a summary of the changes we are making (please see Consultation Intro document) and supporting information on the reasons why propose to procure Static FFR via a Pay-As-Clear payment mechanism.
