CAP094 - Limited Duration Transmission Entry Capacity

CAP094 seeks to introduce a new sub-annual access product, Limited Duration Transmission Entry Capacity (LDTEC).  This product would supplement the existing sub-annual access products, STTEC and SNSTF, which were introduced by CAP070.
